Fox 2SH Not Setting to its desired %RH

Hi,
We have Fox-2SH unit intended for Cold Storage. We set it to 45% RH but the RH reading on the pannel was 56.0 to 61.4 while the calibrated reference instrument reading was 56.7 to 60.9.
What solution do you recommend for this kind of problem?
